CER - Switchport manual assignments

I am working on a Cloud CER to enable E911. The client will not turn on SNMP to capture the switch ports. I have unsuccessfully attempted to upload the switch port information which was manually collected. Each time I get the error "No Ports to update."

I'm concerned you cannot upload switch ports which have never been enabled, however Cisco is telling the client that this can be done.

Can anyone tell me if you can manually upload switchport and assign to ERLs in the CER if SNMP has never been enabled and there is no data already populated?

CER switch port tracking is useless without SNMP; that’s how CER reads the CDP neighbor table on the switch to discover connected phones and their respective switch ports.

If the client doesn’t want to enable SNMP on their switches then CER is the wrong product. Webex Calling multi-tenant (ie MPP firmware) and RedSky use a different approach where the phone communicates directly with RedSky over HELD, conveying the LLDP (not CDP) details received from the switch. In that design RedSky never needs to communicate with the switch and SNMP is not used at all. Cisco is covering the cost of RedSky for US WxC-MT locations to meet RAY BAUM’s act requirements.
