From my ip phone I set it to cfall t omy cell phone. When I call my ip phone from another cell phone the call rings and then I get a message saying "you have dialied a non working number"
All of the CFALL settings on the line have a css of LD. Any thoughts ?
Does your phone system have an access code for outside line and did you in include that access code in the call forward number?

The recording you are hearing is not from callmanager, its from the telco. Something is wrong with the digits been passed.
What you should do is to do
debug isdn q.931
term mon
The try a test call and see what digits you are passing
