Choppy Voice

We are having som issues with choppy/bad voice calls at one of my clients (has gotten better since the ISP line upgrade but still very bad). I am wondering if I am reading the show mls qos output correctly from one of the port that is connected to a cisco IP phone. It would seem that cs3 (24), signaling, is being dropped going into the interface. I am reading this correctly? and a few drops leaving the interface. Could this be the reason for by voice quality? If so any suggestions on how to solve this issue?

The bandwidth towards the ISP has been increase.  It also seems that calls that go over the mpls network between branch offices is fine and that only the customer service center at one location is experiencing this issue.  This is a new installation where the trio server is at a central point in the mpls network and the gateway is locally at the branch office.  Though the other offices are using a shared trio server, this new office has its own dedicated server.  I am only looking at the routing network side of the setup as I do not know much about VOIP. 

the phones are tagging the packets correctly, and I can not see any drops on any switch or routers.  I have also contacted the 2 ISPs involved and they claim everything is fine at their end.  I am starting to run out of ideas of where the problem might be.

We did a test where we matched cs3 and 5 to force it through the voice policy, it helped for a short time and then things went bad again.
