go to the DN page and under "Forward All" put the Cell number assign a CSS which has access to RP to dial your cell phone.

Assuming the phone is registered to a Cisco Call Control agent, just press the CFA on the phone and dial the number you want to forward to, in the format it would be required by your dial plan.
