Cisco 7965 completely locked. (**# does not help)

All menu settings completely locked, **# does not help.

Can you kindly explain the issue here ? Need to know which step the phone is stuck at ? Is it not booting up or is registered with CUCM and not responding. Kindly share the screenshot if possible.

The phone is all right. But I can not make changes to the device menu. Except first point "User Preferences"

Can you log in to CUCM and see if settings access for the phone is locked or not ? If it is locked, kindly make the changes from the phone page and do a reset.

I do not have CUCM, I'm aftermarket user.
All settings i made via the tftp server.
