How do I download Firmware to the phone after it is booted up and have a DHCP assigned IP Address?

That happens automatically during phone boot process.

It happens automatically as long as your DHCP is providing the phone with a valid CUCM TFTP address. Might be missing option 150 on your DHCP setup?
