Hi,
CUCM version is 11.5 and the 8831 Active Load ID is sip8831.10-3-1SR3-5
I have tried to rest sitting All and security but the problem still exist….. I have checked the device pool and date / time group is correct. Any help on that

In my case it was solved by:
upload this cop file on all nodes : ciscocm.tftp_tzupdate_version_v1.0.cop.sgn

I had the same issue with 8831 conference phone get the GMT time only whatever the change i made with CUCM 11.5.1000
It not solved after upgrade phone firmware to latest but also after install ciscocm.tftp_tzupdate_version_v1.0.cop.sgn cop file the issue resolved.
