Is it possible to use a CISCO 8865 at home for personal use? What VOIP service providers would work?

Yes and no. 

8865 will work with non-Cisco call managers if the phone is flashed with 3PCC/MPP firmware.  Look at the SKU of the phone (at the back).  If the SKU is "CP-8865-3PCC-K9", then it means the phone is flashed 3PCC/MPP firmware and can work with any VoIP providers. 

If the phone SKU is not "CP-8865-3PCC-K9", it is still possible but will take considerable amount of effort required.
