Customer have unused 185 nos of "UC Manager Enhanced License". can we used these licenses for 7821 phones?

First of all, you don’t need an enhanced license for the 7821; a basic license is required for the 7821. Enhanced, basic, and essential are device licenses, one license per device.
Enhanced Plus and CUWL are user-based. Enhanced Plus is consumed if the user has two devices, and CUWL is used when the user has more than two devices.

Essential, Basic, Enhanced, and Enhanced Plus are lower-tier licenses compared to CUWL. If you have CUWL licenses available, the lower-tier licenses can borrow from CUWL to fulfill the license requirements, as mentioned by @Roger Kallberg . However, while this will meet your requirement, it will consume one CUWL license, which is a higher-tier and more costly license, to fulfill something intended for low-end phones or cheaper essential licenses.
CUWL licenses get consumed when you assign an owner, and if three devices are assigned to the same owner. In your case, if these essential devices are being used by the same owner, assigning the owner ID will cause the system to consume the CUWL license instead of three device licenses.

If two devices have the same owner ID, CUCM will report a requirement for Enhanced Plus. If there are three devices, it will report a requirement for CUWL. If the user has just one device, CUCM will report the usage based on the device type. For example, if the owner is assigned to just one 8841, the required license will be Enhanced. In case the owner is assigned to a 3905 phone, the license requirement will be Essential.

The Cisco 7821 phone requires a Basic License.
If you don’t have the Basic License available, but there are unused Enhanced licenses (which are higher than Basic licenses), you can perform a substitution.By borrowing from the Enhanced licenses, the 7821 will be licensed with the Basic license.
In summary, if you lack Basic licenses, you can temporarily use Enhanced licenses to cover the Basic license requirement for the 7821 phone.

my basic license are utilized, now i have 300 7821 phones and 200 enhanced license. would like to know whether i need to order further 100 incense or this 300 7821 can configure with 200 enhanced license

7821 phones will only consume basic licenses (when users are not assigned and when multiple devices are used by the same user). If you run out of basic licenses but have upper-tier licenses available, you can use those instead through a process called substitution.
In your situation, out of 300 7821 phones, 200 will be licensed by borrowing from enhanced licenses. For the remaining 100 phones, you will need to procure additional basic licenses

Any device that uses lower type of licences can borrow from a higher level of licences if they are available.

Thank you very much for the Information. As you said, the only way to use CUWL licenses is to use this license with the same user on three devices. Can't we use it with just one device for the same user, even if we only have the CUWL license?
