Hi,
We are planning to migrate our call manager servers from version 7.1.3 to 12.5 and before we start the process we would like to upgrade our phone firmware .We are having 9971,7965, and 7942 IP Phones .So my question is that if I download lets say the lasted firmware version 9.4(2)SR4 for 9971 phones does it work with the cucm version 7.1.3? Do I need to upgrade the firmware to intermediate version before I move to 9.4(2)SR4?.When do I need to use "9971 SIP IP Phone load signed COP file"?

It should work fine, even if the download says 7.1.5+
Whether you need a phased upgrade or not, is in the README/RN from the FW.
COPs are signed by Cisco to make sure no one tampers with them, so you always need to use signed COPs
