1. Our customer is running: Call Manager is version 8.6.1.
2. They have Cisco CP-7965G Phone’s in production right now with firmware SCCP45.9-2-1S.
3. They are adding more Cisco CP-7965G Phones some with firmware: SCCP45.9-0-2SR2S and some with firmware: SCCP45.8-3?
The new phones with firmware: SCCP45.8-3?, are loading up successfully, but, the new phones with: SCCP45.9-0-2SR2S, are not loading up successfully.
They get stuck at Configuring IP.

Hi Amit,
What is the phone load given for this phone model in the device defaults page when you go to Device --> Device Settings?
Can you take a look at the status in the phone settings to see what is the error. Here is a good link which explains the various kind of error messages seen in that menu option:
