When i blug in cable this Phone 7975 ,the display lights white for second and then keys (headset,mute,speaker) lights up in sequence .This process repeats and repeats .

Try a factory reset as per the following

If the issue persists, the phone will need to be replaced.

You could try a factory reset but this doesn't sound like it's a good sign. Try to blow out everything but the CNU on the phone.
Hold down # at the start then after the lights flash and you get the bouncing amber lights press:

I did all of this and there no action ,the same isuue appear to me

The phone needs replaced then. Isn't much any of us can do at this point.

Tell me what is the describtion of this issue ...should i report cisco to replace this Phone .

If the phone still does not boot up after a factory reset then please get it replaced if it is under warranty.
