The first thing you can try is to restart the TFTP service and then reset this phone and see if there is any change.

do it but doesn't work .

the issue occured even if we restart the hole call manager system but only with 4/300 ip phones

Is any specific phone model affected or all the phones? If only some phones are affected try deleting the ITL file on one of them and check if it works. If all of them are affected then provide the cucm and phone firmware version details as well.

different phone model affected.

can't access the security menu as it's grey even if i change the config in the phone configuration menu  and set it to

setting access>enabled

in the pub/sub admin gui

It seems that you have a secure cluster. If this is in production then you should open a TAC case to get this looked into as it could be related to certificates or CTL tokens.

The issue is more frequent with the

Cisco Unified IP Phone CP-7965G

Expansion Module 2

Go to System > Enterprise Phone Configuration   solved the problem :)
