licensing is independent of protocol used, licensing is based on user needs and/or number and types of devices being used.

7925/26, you can also use 9971 which are desk phone but can be used as wifi in areas where there is no cabling.

All of the above  use 4 DLUs.

and what is the difference between 7925 and 7926, except in price ?

The main difference that comes to mind is the bar code scanner available on 7926, you can compare the data sheets for both to see if there is anything else.
