Cisco Prime Collaboration vs Cisco Unified Collaboration Configurator

Do these two applications do the same thing? If I'm looking at a tool for UC administration which should I choose?

They are different things, Cisco UCC is a tool meant to speed initial deployments of BE6K systems, more details here:

Prime Collaboration is a product umbrella of products such as Assurance, Deployment and Provisioning, I believe you are most interested in Provisioning one which is meant to simply day to day adds/moves/changes on your system including CUCM, IMP, UCXN.
