We have cisco DX650 phones in one office and Avaya Vantage K175 in other office. We are trying to connect over Video call but it is not connecting. Is there any compatibility issue for not connecting Video?

Look at the traces/debugs and confirm they're trying to use a compatible video codec in the media negotiation.

Please remember that if you are using a SIP Trunk between CUCM and Avaya, the SIP must have the MTP Required option disabled.
Cisco DX650 should support most of the regular h264 and mp4 codecs for video calls.
