Cisco Unity Express not picking up on calls from outside (PSTN)

Have Cisco Call Manager Express (10.5) setup/integrated with Cisco Unity Express (8.6.11). When calls are originated from the outside (PSTN) destined for the CME and a phone with a DID and user mailbox Cisco Unity Express does not answer for the subscribers mailbox. Internally voicemail works fine to internal extensions and the subscribers mailbox answers and messages can be left and MWI works. It's just when a call is made from the outside to a phone with a DID the phone rings and you can talk and make/receive calls to/from the outside it's just that the users voice mail doesn't pick up so a message can be left on calls from the outside. Any suggestions are greatly appreciated.

In CUE, how the VM boxes are configured whether as a complete DID or as an extension. I hope it should be the extension, so check whether the DID is translated to the extension number when reaching the CUE in order to hit the VM box of that extension.
