can we access CUCM from cisco unity express. in cisco unity express, under menu administration/control pannel, there is a button called "switch to CUCME", if we click the button, does it bring us to the CUCM?
Is cisco unity express a separate physical appliance and connect to switch or voice gateway?

CUE runs on a separate module which is installed on an ISR

you mean CUE is a software installed in the router?
giving a outgoing overseas call (company subsidary in another country) as example, we make a call, is the data flow like below:
ip-phone call goes to switch, then Voice gateway1 then CUE, then CUCM1, then CUCM2, then again CUE, then voice gateway2, so people receive the call?
can we use CUCM without CUE? what's the benefit of CUE?

In simple words, CUE is used for voicemail/auto attendant functionality and that's it. It's similar to what you get using Cisco Unity Connection only difference is that CUC is installed on a server whereas CUE is installed on a router and gives you lot more compared to what CUE has to offer.
You can use CUCM without CUE but the voicemail functionality will not be there then. There is lot of information about this available on web so go through that and then post any specific questions if you have.

Your call flow makes absolutely no sense, if you're planning on deploying a solution for your company, I strongly suggest you hire a consultant, or reach a Cisco partner for assistance.
I'm guessing you didn't review any of the documentation I provided, which explains what CUE is, where it's installed, features, etc. and that thoroughly answers your questions.

switch to CUCME
CUCM and CUCME are two different products altogether and CUE can/does integrate with both of them. The option that you are talking about will just switch the integration from CUE-CUCM to CUE-CME provided you have done the required integration on CME for it to work.
CUE with CUCM works on Jtapi protocol and CUE with CME works on SIP protocol. No matter what integration you have there, you will need to access CUCM separately as well as CME, none of these can be accessed from CUE GUI, only the integration type can be changed from there that you are referring to as "switch to CUCME"
Refer to below guide for more details on this:
