CISCO VOIP 7940/7941 - Protocol Application Invalid

Hello,

        I am new to CISCO VOIPs and am trying to have the VOIPs I have to get passed the Protocol Application Invalid part. I have been researching this issue for some time now and found the documentation on how to set up the DHCP server with the TFTP Server Option according to the following link:

I set this up and plugged in the phone and am still getting the same Protocol Application Invalid and it will not go past this prompt. I am thinking my DHCP server is not assigning an IP for the VOIP. Please help me with any suggestions.
