MCS-7826-H3 system, walked into it with no manuals, looking for how to get the system running again, what parts make up a system other than this one unit. Think there are line modules that this unit connects to. Server room in a shambles with almost nothing labeled.

MCS are pretty old now, you would need to start by plugging a keyboard and monitor to find out if there's something installed on it, and find out the exact specs, and the exact model, to find out what it can support.

Hook up a crash cart like Jaime says. You will see one of two things depending on age: A Linux type text login or a Windows Server desktop (a VMware login is unlikely given the model number).
For the Linux OS, password recovery is here: https://supportforums.cisco.com/document/60721/cucm-operating-system-administrator-password-recovery
For Windows, google Windows Server 2000 password recovery.
The Line Cards will be installed in a Cisco router, not the server.
Yes, I do know of a few CUCM 4.1.3 clusters still chugging away out there.

I finally plugged in the server where they had replaced the power supply. I saw the front panel power switch "yellow", pressed it but nothing. Only fans going were on the PS itself. Checked all internal cables and seem to be set.
I held the PS down for a few seconds thinking that would turn the unit on but no joy.
Not sure why the unit won't power on.

The MCS-7826-H3 is just a re-badged HP DL320-G5. Look at HP or Compaq hardware troubleshooting guides.
