Click to call as a hyperlink

Hi

We need to make small html page and add to this page speed dial numbers, when the user click on any number it will be dialed. How we can do this ?

we know about the webdialer, but it's need the user to login all the time to make call and also we need to make the number as  a speed dial to call PSTN numbers and also the directory numbers

also we try the click to call widget, but it's need the user to make right click on the number and after that select call

our system are Cisco CUCM 8.6
