I'm not a tech expert. The Mrs has a work issued 7961 and they're cheap. She now works from home, and they are having folks work at home one day, then in the office the next. They expect the staff to carry the phones back and forth as each phone is evidently unique. What they haven't figured out is that we also have a second home - so its a pain carrying this phone around. Can I buy a 7961 and clone hers so that she doesn't have to move the thing around?

Not a clone as such, but one possibility is to setup a shared line where multiple devices had the same directory number or use Extension Mobility to login on the phone to bring up the extension on the device. Although I’m not sure that the company will allow either of these to be configured. Either way this would need to be discussed with the IT department at the company, it’s nothing you would be able to do by yourself.

This is something that has to be discussed with the IT department to ask about this, CUCM uses the MAC address from the phone to register, and that is UNIQUE for every device, so, you cannot "clone" a phone.
No idea if you're even using CUCM or something else, that phone could work over phone VPN, but in order for that to happen, it has to be configured on-prem to get all the necessary certificates for the VPN to work, depending on the licensing they have, that might require a different license, so, there's a lot more here than just "buy a phone and clone it" and IT has to be involved for any of that to happen.
If you're not using CUCM, IT would still need to be involved for the phone to register to the 3rd party PBX as a custom configuration file has to be used for registration.
