Hi
BE6k and BE7k are usually Licensing Models (Marketing Models) which usually comes with some restrictions as pointed out by the gentlemen in the above posts.
In your specific case, since you want to support/host at least 3000 devices, I believe BE7k would be a good bet, however that info can be best shared by your local Cisco Account Manager.
Please find below the device capabilities for BE7k:
Solution Specifications: System Capacity
Table 1 lists typical system capacities that BE7000 supports (actual capacities will vary by deployment specifics). For detailed design guidance and deployment models, please refer to the Solutions Reference Network Design (SRND), guides the wiki pages, and the Collaboration Virtual Machine Placement Tool.
Table 1. System Capacity
Attribute | Capacity |
Maximum capacity | No enforced limit; optimized for 1000 to 5000 users with a modular, building-block design approach for larger deployments |
Number of devices supported | No enforced limit; optimized for 3000+ devices |
Maximum number of co-resident applications | Typically four to six applications per server (will vary by deployment specifics) Typical deployment two to four physical servers |

The number of users and devices does not change, no matter how many servers you add to the cluster, those are fixed, and you cannot go above them.
1K users
1,200 devices on MD or 2,500 on HD
You need to look into a 7K or regular CUCM.
