We have configured 2 routers for HA. The configuration seems to be exactly as per the Cisco guide but somehow failover is not getting triggered and phones dont register to the secondary router. Here is the configuration
Primary Router telephony configuration:

Both the routers have same IOS version and so the callamanger express version:

If you see the webpage of the phones:
Unified CM 1 192.168.26.100 Active
Unified CM 2 192.168.26.100 Standby
here it shows CM2 as .100 rather than 200

The issue has been resolved.
For those interested, it was issue with phone firmware. I had to factory reset the phones and upgrade them again.
