CME Phones MWI not working with plus E164 numbers assigned.

Hello Everyone,
I am facing a rare issue with CME phones not able to turn on the MWI when messages are left in their mailbox in CUE. The issue is that we have +E164 numbers assigned to the phones e.g +911141115566. Now, Since CUE doesn't support plus, the MWI doesn't work. I have tried every possible way to resolve it ( as much as I could think of), I am hoping I would get some good answers here.
I have tried following things:
1- Using Unsolicited method and applying SIP profiles at global level ( tested using CISCO SIP profile tester ), but doesn't convert the URI/To/From to a Plus format, I think because of the fact that it is an inbound SIP message, not outbound.
2- Tried using Outcall method and by creating a voice translation rule and adding plus to the final destination and used the profile on MWI-ON/OFF DN. This converts the number into +E164 , however MWI still doesn't turn on( i think because MWI and translations do not go very well together).
3- Inbound SIP profiles is not an option on CME.
Finally I am thinking to integrate it with their Outlook, so at least they would get an email notification whenever they get a voicemail, but before that , I would need to ensure that I am not missing anything.
Removing Plus dialing is not an option, for now.

What I suggest that in CUE don't include + sign. Then in CME with the SIP dialpeer towards the CUE, perform digit manipulation to strip + for calls to CUE and add + for calls from CUE.
This will be the best option. The users won't realize that + isn't included in their voicemail

Thanks for your reply. If I understand you correctly, you are suggesting to add plus for the calls coming back from CUE to CME. This will not work for following reasons:
- If we use unsolicited, dial-peer job is done once you have left the message( so inbound profile will not help).
- If we use Outcalling, let's say the inbound profile converts the number to +E164. Now what would happen? The MWI ON DN will add it's prefix for example 8001 and the number will become +8001-E164. Now CME will match it's default pots dial-peer created for the MWI ON DN and will strip off explicit digits. After this, we are again left with E164 number only and the actual number assigned on the phone is +E164, so MWI will not turn on.
