You should use two dial-peers, one voip for the SIP trunk and one pots for the FXO line, that would have the same destination-pattern, but different preferences. The pots dial-peer, that will be pointing to the FXO line, should have bigger preference number. The bigger the preference number, the less preferable the dial-peer is. Default-preference is zero (is not shown in the configuration), which is the most preferable.

In addition, I suggest you go to IOS 15.0(1)M or higher which can be
installed on 2800. This will give you options-ping feature for the SIP
dial-peer. In this case, 2800 cube will monitor the sip pstn and if its
down for any reason it will mark the sip dialpeer as busy-out. The
advantage that for outoging calls you dont need to wait for sip call setup
to timeout in order to failover to FXO. The call will go immediately to FXO
as sip will be busy-out and you won't notice the delay while dialing. See
below link for details.

If your current IOS doesn't support options-ping and you don't want to
change, then you need to change the following timers. This will allow call
to failover from SIP to FXO. Default sip timers are high and the call will
timeout before failover.
