when i make conference with internal parties it works but when i try to get someone from outside into conference call dropped is it MTP issue or what any ideas

CUCM's SW CFB only works with G.711, it's a codec issue.
Your options are:
A) Change the codec for those calls to G.711
B) Provide a HW CFB
C) Provide a XCODER and keep using the SW CFB

I'm guessing that the behavior is: Two parties on-net are in a call and try to add a third party that is off-net as part of an ad-hoc conference call. The conference button is pushed, the external party is dialed and answers, but when the conference button is pushed a second time to initiate the actual conference the call to the external party drops.
If this is the case, I suspect you have a codec-selection problem. Meaning that the codec you are using to connect with the external party is not supported by your conference bridge.
What is your conference resource? The software CFB provided by CUCM or an external bridge? Also, what is the region setting (relationship) for the internal phones, the CFB and the gateway?

I think Maren might be onto something, to verify which codecs you use, make an external call and the call stats button on your phone to see what codec is being used, then also make a conference call and check the codec. can you let us know yoour findings,. cheers
