Conference Now T-Shoot

I have conference Now enabled on my 1-Pub 2-Sub 2-TFTP CUCM 11.5.x system.  Service Parameter Maximum MeetMe Conference Unicast is set to 50, and end users (hosts) are configured correctly.

Twice in the past couple weeks, I have received trouble calls stating that after 9-12 connections, the system would not allow anymore.  The attendee calls in to an active meeting with Host active, enters the meeting number, enters the PIN, and the call just drops.  This occured to both PSTN Attendees and OnCluster Attendees

Where can I look to see what could be causing this?  CDR records of the conf shows nothing out of the ordinary, as does the RTMT Realtime data on the calls.  During the calls, maybe 5 other conference now sessions are happening each with 3-6 attendees each, not maxed out in the least.

What do you use for CFB?

CUCM's SW CFB? IOS? CMS?

I have 2 IOS CFB on ISR 4431's with PVDM4-256 in slot 0/1 & PVDM4-128 in slot 0/2.  and I have my 2 tftp servers registered as software CFB's.  The MRGL is set up to run hardware first.

The ISR's are also my Voice gateways, HW XCODE & MTP,

I am thinking this could be the cause lol.  Taking CIPTV1 this friday, was going to do CAPPS next month, my be better if I try the Troubleshoot haha.  Now to figure out the best way to increase this without overworking the device.
