For the life of me, I cannot find where to modify the softkeys (softkey layout) for a 7965.

Device -> Device Settings -> Softkey Templates
Click on the softkey template you are using or "Standard User" and then right top user "Related Links:" click on go.

And make sure you click on apply config.
You can try a simple change in the config to try to push it, choose any other sofkey, save, apply config, choose the softkey you want, save, apply config.

That's it. Thanks.
So the softkey has a Call Pickup button on it (on hook) which works fine. However, we have some 7965 phones that do not display the Call Pickup softkey (on hook). What could cause this? The phones are using the same softkey templates.

Compare the Phone config of working and non-working, you might have selected a different softkey template.

Sometime the softkey template might get corrupt, create a new once and then apply the same to see if it fixes the issue, you can also use the one which is been applied on working phone for testing.

Also, make sure that the phones are downloading the right config files and not using cached ones.
Simple test is to hit settings button followed by **# then erase
