Good day. Can you please tell me how to set up the phone correctly?
There is a Cisco CP-9971 phone configured for an external IP telephony operator (the operator does not provide a public tftp server) and connected to the local TFTP; when disconnected from the local TFTP, outgoing communication is lost.

Depends on the firmware of the phone.
Phones running 8.X firmware will regularly download the config file.
Phones running 9.X firmware will only download the config file during boot-up.

Search the forum.
I have answered so many question about the same topic and have included everything, especially the SEPmacaddress.cnf.xml file.

Before creating a topic, I have looked at all topics. I will explain in more detail.
1. Using tftpd32 I upload files SEPmacaddress.cnf.xml, dialplan.xml....
2. The phone is registered with an external IP-communication operator, loads the time, outgoing and incoming communication works.
3. I turn off the local tftpd32, I recharge the phone and the outgoing connection disappears, it beats off after the last digit is dialed.
4. I turn on tftpd32 again and the incoming connection appears.
Question.
1. How can you configure the phone so that after rebooting, it does not reset the dialplan or load a local copy of the dialan. More precisely, for the phone to work without local tftpd32?
2. How can I disable sdp-anat on my phone?
Sorry for my English. Thank you.

It turns out that even with firmware 9.x, after restarting the phone, you need to connect to the local tftp and there is no way to fix it?
