Configuring Class of Restrictions (COR)

I have a router CISCO2921/K9 software Version 15.4(3)M1, RELEASE SOFTWARE (fc1) with Cisco Manager Express(CME) 10.5 with SIP 3905 phones, Skinny CP8941 and CP7965 phones. Need help/guide on configuring calling restriction.
