TFTP/FTP appliation need to run on PC to copy the file, but my question is im not going to insert the flash in the router since they are located in different location. Im going to send the flash to the location so that the local IT guy will replace the flash.

Get a card reader and copy the files to the card.

Hi Murali,
You need a router for that.
If the remote routers are same model, then, at one local site , you can copy image into flash of same router model one by one and then, send to remote locations. The engr. at remote site can just plugin and reboot the router.

Hi Murali.
With a compact flash card reader you can manage flash files mounting it on your pc as an external USB drive .
Here is a link on how to do it
