CP-6871 MPP phone and SIP REFER

Hi,
We have a CP-6871 Multiplatform phone on which we defined the softkey PSK 1 as:
 fnc=sd;ext=1234@150.20.30.40;vid=1;nme=Test

PSK1 is available when the phone is connected (while on the call). When the user clicks that key, a SIP REFER should be sent to the ext above, but 6871 doesn't do that.

We also use SPA508g phones, and they have the same settings as the CP-6871 as far as we can tell, and they send the SIP REFER.

Any settings we can change to get the CP-6871 send the SIP REFER?

Some more information:

We noticed that CP-6871 sends an out-of-dialof SIP INVITE instead of a in-dialog REFER although the phone is already connected.

Any ideas how to force it to send REFER?

Does the Allow header on the incoming SIP invite contain the REFER option? 

Yes it does.

Allow: ACK, BYE, CANCEL, INFO, INVITE, NOTIFY, OPTIONS, REFER, UPDATE

The older SPA508G phones send the REFER to the same server.
