CP7841 registration problem

Bit of a newbie question. We’re trying to set-up 2 CP.7841 phones with the Call Manager on a Cisco 4431 router. The phones are not registering on the router.  The router version is 16.9. The phone’s original firmware version was SIP78xx.12-0-1-11. We tried upgrading the phones to SIP78xx.12-8-1-0001-455. The problem is the same with both firmware versions.

Have cut & pasted the config file being applied to the router and also TFTP and VOIP debug. Attached is a Wireshark file CSV file captured using the Router Web interface->Trouble Shooting->Packet Capture facility. The phones are set with static IP addresses (192.168.90.162 & 192.168.90.164). The phones also have the TFTP server address set to 192.168.90.6.

    The wireshark file shows that the phones request config files from the router, (eg:- TEST4.csv lines 33 to 66), the default config of XMLDefault.cnf.xml being transferred to the phones seemingly successfully. The phones then request registration with the router which is refused with a 404 error. (eg:- TEST4.csv lines 128 to 131).  Any help would be appreciated.

We've now managed to fix the problem. What seemed to fix it was getting the router to generate the SEP<mac>.cnf.xml files for each phone. This required a rather strange repeat of the Voice Register Pools (for each of the 4 phones) and Create Profile commands. To be be honest, it looks like a bug in the Cisco firmware to me. Once our service contract has come through, we'll upgrade to the latest Cisco Router firmware and see if anything changes for the better. A fragment of our current router config is below :-
