csim & ISO-XE 16.12.3

We have a mix of 30+ 4331 and 4351 routers in our organization. They were installed about a year back with code 16.6.5 and have been running since then. I have daily kron jobs that run a csim command to verify pots and t1 line function connected to the routers.

 

We upgraded code to 16.12.3 (which mandated a rommon upgrade as well). Nothing else has changed - config remains the same on all routers. csim now only works on 2 of the routers. Check the output below... it seems on some level the csim command was exposed and isn't hidden, question-marking your way through the cli shows it. On the broken router it is not there. That aside, csim simply says not found when trying to run it as if the command doesn't exist. And yes, this was done through a telnet session. What am I missing?
