I have a CUCM 11 and H323 PRI E1. For outgoing call, the follow message is show it:

It can be several things but first, make sure the number of channels you have configured in your voice gw matches the number of channels you are purchasing from the Service Provider. If you have more channels in your voice gw than the service provider, eventually the voice gw will try to use a channel that is not in service on the Service Provider's end.

It's a long time since I used it but there's a configuration command to tell the Cisco whether to number B channels contiguously, ie from 1 to 30, or mapped directly to time slots ie 1-15 and 17-31. The convention needs to match the provider, otherwise any call for channel 16 or above will fair.
The command was "isdn contiguous-bchan" but you will need to check it still applies to your particular IOS.
