I have CUCM 7.1 Synchronized with LDAP, Suddenly about 30 user of total 750 become deleted(pending) state I don`t know why?.are these users completely deleted from call manager database? and how to fix this problem and get the users back?

That means the users were not found in the last sync, that means they were deleted/moved/etc from LDAP, the SRND discusses the garbage disposal mechanism for LDAP, and explains at which point in time, they will be permanently deleted. Unless you fix whatever you changed in LDAP to cause them to become inactive before that.

After the synchronization is completed, any accounts that were not set to active are permanently deleted from Unified CM when the garbage collection process runs. Garbage collection is a process that runs automatically at the fixed time of 3:15 AM, and it is not configurable. The deletion of Unified CM accounts that do not match LDAP directory accounts is necessary because Unified CM cannot manage accounts while synchronization is configured.

Since you are syncing users with the LDAP, please check your LDAP directory (AD). There can be many possibilities:
1.If the users have been deleted from the LDAP Server.
2. If users were moved to a different OU.
