CUCM DB changes on publisher

Folks,

Is it possible to make changes to the DB, on the PUB, if *all* the related SUBs become disconnected from the cluster, meaning, if the PUB remains the sole, accessible node in the cluster?

PUB is the only writable database in the cluster hence irrespective whether SUB is online or not, you can always makes desired changes in PUB. However viceversa is not true. You can write in SUB only if PUB is online.
