CUCM Overlap dialplan issue

Hi, I have encountered a big problem with my dialplan. I'll try to explain briefly. In my country (Italy) there are 9-digit numbers, 10-digit numbers and 11-digit numbers and they all start with 0. My dialplan  is for 9 digit "0[1-8][1-6]XXXXXX" ,                        for 10 digit  "0[1-8][1-6]XXXXXXX" , and for 11 digit "0[1-8][1-6]XXXXXXXX" but doesn't work. I tried "0!" but the calls starts with a 12-second delay although my t302 is 3000. Someone has a solution for this issue? Thank you.

Chances are less that your ISP using a conflict dial plan. I never seen such a dial plan from ISP that first three digit are same.

Check again, instead of the mentioned dial plan  i believe there will be an option to make a precise dial plan.

 

When checking internet mobile numbers are starting with 3 and there "0" is not required.

 

Can you provide us your countries numbering plan if possible.

Thank you for your answer. As you can see at https://it.wikipedia.org/wiki/Prefissi_telefonici_italiani all our numbers starts with 0. Some examples are 0816539984, 06734863122, 025865290, 0660513445, etc.
