I have a publisher. That were working well until I realize that I can no longer login to the publisher via web portal, the error I got was: "The connection has timed out".

please i need suggestions and solutions to resolve the issue and restore my publisher.

Have you done basic testing like pinging the CUCM IP from the pc you are trying to access

Try  connecting to ssh and check if all services are running 

Access VMware, check if this server is turned ON or NOT
