cue record busy tone issue

We have a site with 2921 running cme 8.6 and ism-cue 8.6 running on it, networking with nortel 11c(PBX) via E1. Now we meet a problem, when a call from PSTN and leave a message to any extension, the voice mail can successfully save on cue, but when the caller finish to leave message and drop the call, cue still working and recording the busy tone for about 20 second. It seems like cme can't send the disconnect message to cue. The voice mail between internal extension is working well. Can some one give me some answer? Thanks!

If still trouble pls take "debug isdn q931" when the PBX disconnects.
