I have an issue at our Germany location where a user can edit dial any number adding a # at the end and the call routes thru ok. If the same user dials the number on hook without the # it will not route. Off hook works both ways.
I have the following configurations on the Voice gateway.
Any suggestions?

Hi Dan,
Does on hook dialing works for other international number?Do you have two route patterns for international one with # and one without ?

Yes On hook works when calling international, national and subscriber numbers using a #.
There is a route pattern for both in call manager. One with a # and one without.
Off hook dialing works for both when manually dialed.

Thanks Dan ,do you see call go out to the gateway in a failure scenerio?is there any error message.
I have tested this and it works on hook as well off hook both ways so i am not sure if user is doing a mischief here.I would suggest you do a test with same phone config and let us know.
