Dialpeer not matching

I have two CUCM servers,one Publisher and one subscriber.

Pub+Sub--->VG--->PSTN

when two CUCMs are working,and all ip phone were are registered to Publisher,I can make a call from the voice gateway and matched destination-pattern 96T, but when i disconnect Publisher,all ip phone are registered to Subscriber,when i made the same call from the voice gateway again,it doesn't match destination-pattern 96T.

Calling number:674    Called number:96008615989015194

I don't know why,can somebody figure it out?

As per the debugs shared, I can see below 

Working Call :- 

Incoming Dial-peer selected is 0     [Default DP]

Outgoing Dial-peer selected is 100 [Pots]

Faulty DP call :- 

Incoming Dial-peer selected is 0     [Default DP]

Outgoing Dial-peer selected is 20217 

Try to make the changes in VOIP DPs or create new one for incoming called-number .  or 9T , to make sure that default Dial-Peer 0 is not selected.

Hi Xiang,

As pointed by Abhay, the failed scenario is matching Outgoing Dial-peer 20217. 20XXX dial-peers are usually the virtual dial-peers created for sccp phones by CME/SRST. Can you also provide us the output of "show dial-peer voice summary" when the call is failing and hitting this dial-peer to see where this is routed.
