do not access Cucm( Version 8.6.2) Gui... ( i think May be system problem)

I have CUCM, which was power off for three months
Two day ago, it was power on , I tried to access it via GUI
However I could'nt access via GUI and Only can access it via SSL with CLI (only Publier, it's ok subscriber can access via GUI and CLI)
 
Checking system with 'utils service list', I've got many services failed as below.
 
I tried to do anything to slove this problem, according to this site's recommendation.
(ie, changed 'Set web-security' options, reboot service via 'Utils Service restart Cisco Tomcat')
 
In summanry, my qeustions are as below.
1)  How to fix it ? ( there is only a solution  that is to reinstaill )
2)  if i reinstall it,  do not reuse  a lincese file

You have got lot of services still starting. SSH comes up relatively faster than other services.

It may take 15-20 minutes for other services to come up. Whats the hardware you are using MCS or UCS?

If the services are still stuck in starting after a while - can you check your NTP status: utils ntp status

Did you do a clean reboot? Try accessing the console (KVM for MCS and ESXi for UCS) and see if there are any messages you see on console?

check ntp status, get a unsynchronised message  (NPT Demon OK!)

this Publiser can not access NTP Server  that was  out of order

 *   Two Subscriber  also unsychronised  NTP Server (= Publiser) 

- I tried to  reboot or  system reboot  3~4 time and wait a long time but other service also did't come up .

 - hardware is UCS 210 M2

- don't get any strange message  on console

Hi,

 

I am also facing the similar issue, only difference is system was running and in production when we noticed a DB issue while trying to login into GUI.

That time only DB services were in Starting state and all attempts to Restart/Start them via CLI failed, so we went for a node reboot and post reboot we are in the similar issue as yours. 

Diagnose says, "Service Manager is stuck trying to start database" and all services are stuck in Starting state only.
