DTMF- Third Party SIP Intercom issue

I have an Axis A-8004 communicating with Call Manager that has an issue with the DTMF. The unit is communicating fine, the VMS button calls the extension and video and voice transmits fine. The issue is with the DTMF sending button presses multiple times. The number to release is #99, when the user presses the keys the door is not released. I ran wireshark and see each button press coming in 7-8 times. I have reset the the 3rd party device and verified everything is set right, I do not have access to the call manager, I have to work through another tech. I will attach a screen capture of the wireshark dump if it would help. 

Any assistance will be much appreciated.

Did you manage to get this resolved? If yes, what was the solution? I'm currently facing a similar issue.
