Phone is registered to cluster A (visiting), User is in cluster B (home).
User logs into phone on cluster A and phone states login is successful then resets.
When phone comes back it is still registered to cluster A however user from cluster B is logged in but the UDP of that user is not on the phone and the phone show remotely registered in cluster B.
So basically the phone is registered to both clusters.
