I m Not sure about at the gateway level with dial-peer configurations, but you can set times in CUCM depending on what you want to do. You can go to Call Routing -> class of control -> time period & time schedule and add to a partition.

But actually we don't have cucm integrate with ISR... We use ISR only to connect genesys platform
