I have a need to make restrict a Ephone from Dialing out. I've
implemented the below config. But it doesnt seem to work.

voice translation-rule 10
rule 2 reject /9../
rule 3 reject /9......../
!
voice translation-profile LOBBY
translate called 10
!
ephone-dn 2 dual-line
number 2501
label Lobby x2501
description 8282501
name Lobby
translation-profile outgoing LOBBY

I know this is possilbe with CorList but need to try and get something else to work. The phone should only be able to call internal extensions. No 9. dialing permitted.
Any thoughts?

Hi, translation profile should be applied incoming, not outgoing. Think the ephone-dn like a fxs port.

Maybe I don't follow what you are trying to do but I would think a COR configuration would work out better. Example:
dial-peer cor custom
name 911
name offnet
dial-peer cor list call911
member 911
dial-peer cor list callOffNet
member offnet
dial-peer cor list Lobby
member 911
dial-peer cor list EndUser
member 911
member offnet
dial-peer voice 911 pots
description 911Calling
corlist outgoing call911
dial-peer voice 10 pots
description local_10_digit
corlist outgoing callOffNet
..other dial peers..
call-manager-fallback
cor incoming Lobby
cor incoming EndUser

Apparently I didn't fully read your post. My apologies. You could try using the following translation:
rule 1 reject /^9.*/
Also, when you do a 'test voice translation-rule
Have you used 'debug voice ccapi' to check the behavior with a test call?

when I performed the test translation it reports back Call Blocked. havn't done debug yet. But the calls are successfully reaching the PSTN.
