When I am trying to add users in call manager I am getting the following error "The phone administrator is currently not allowed to add or delete users" I have verified the access rights for the user and they appear to be correct.

Is this active directory integrated or is this DC directory. Need this information to solve the problem.

You might try and run adminutility to see if all of your passwords are in synch. Run this in non business hours because it restarts services.

Try this before you run the utility.
Step 1. select start > Run and type regedit
Step 2. Go to the following key:
HKEY_LOCAL_MACHINE>SOFTWARE> Cisco Systems, INC. > Directory Configuration
Step 3. You should see a key named DIRACCESS. By default, the value of this key is set to False. Change the value of this key to true.
Step 4. Restart the IIS ADmin Service.

I tried changing the registry and this did allow me to bring up the page to enter the user information. However when I press insert then I get an error.
