Error after Password Phrase on Subscriber install

I have reset the private password phrase but when I try to install the new subscriber server it errors on the private password phrase. Error is "Passwords do not match or there is a Network connection error" the systems are on the same switch, there is a mapped drive to the publisher. Networking tests good and after muliple attempts I am sure that I am using the correct phrase, so is it possible that the adminutil did not change that password? Is there a manual way to make a change just to that password?

i am getting desperate here since the backup server has been offline for many weeks I need to get it back.

I assume that the adminutil didn't give any errors? i guess the only thing to try is to enter the old password phrase if you know it.
